
The Minister stressed to Prime Minister-designate Tawfiq Al-Rajhi on Thursday the need to revise Law No. 9 of 1989, concerning public contributions and facilities, in a participatory manner with a view to finding sustainable solutions for these institutions suffering economic difficulties and improving the quality of public utilities services (transport and health services) And accommodation ..) and then improve the daily reality of the citizen.
The symposium, which included representatives of national professional and trade union organizations, university professors, experts, staff and representatives of public institutions, aims to study the draft revision of Law No. 9 of 1989 to amend and develop its drafting, which will be presented and ratified later at a ministerial meeting.
Al-Rajhi considered that the programs of restructuring these establishments should not be summed up as mere social cleansing programs without working on developing their technical and commercial programs and improving their methods of governance.
He pointed out that the organization of this seminar reflects the government's determination to promote the public sector sector, not only by continuing to seek sources of funding for its restructuring, but also by working to develop its governance and promote social dialogue within it and push it to focus an effective system of social responsibility.
"We are convinced that financial restructuring programs cannot succeed as long as their governance system is ineffective," he said, noting that the reform of these institutions is not limited to the government but is a shared responsibility of all parties, despite their different orientations.
In the recent period, the Government's work to save a number of public enterprises from the critical financial situation (such as Tunisair, Tunisair Express, National Railway Company, Tunis Transport Company, National Water Distribution Company and Steel Company) was confirmed.
The revision of Law No. 9 of 1989 was based on the establishment of several changes in the level of the management of public institutions and the development of internal governance through the development of the role of boards of public enterprises in decision-making without the need for the subsequent approval of the ministries of supervision or the presidency of the government in addition to the establishment of committees to fight corruption and disclosure of information Within the institutions and the need to choose the composition of boards of directors commensurate with the nature of the activity of public enterprises and the selection of its members and representatives of the State through debate and experience and scientific gains.
The revisions also dealt with the general governance of public enterprises through the creation of a unified central structure for the management of public contributions, the simplification of the rules of public procurement and the disposition of human resources.
Other revisions pertain to establishing a regular and continuous social dialogue between the managers of the establishments and the trade union party, as well as to consider the financial structure of these institutions by opening their capital to the benefit of the employees in order to establish a culture of belonging to the institution and to ensure the representation of employees on the boards of directors.
